Board Meeting

New Business:       

Keith Baker received a phone call from a neighbor  who is considering installation of yard fencing. The preferred height to contain the family dog is 5 feet. The homeowner is aware of the covenant restriction to 4 feet in height and asked if the Board would consider a waiver. The Board’s advice is to adhere to the covenant restriction of 4 feet. Keith Baker will contact the homeowner with this response.

It was noted that several other properties in the plan have non-compliant fences installed. When these properties eventually go on the market for sale, the required Certificate of Resale will not be issued until these fences are removed and/or replaced in compliance with the Covenants.

 Ray Speicher contacted Gilliland Vanasdale Eberly Law Offices located in Seven Fields regarding this firm providing legal services to the HOA when needed. Additionally, Ray will provide a copy of the HOA by-laws and covenants for review. Hourly fees and flat-fee review cost will be discussed with GBE Law to determine feasibility of using this firm to update and amend the covenants. At upcoming Board meetings, a list of potential amendments will be identified.

Ray Speicher and Jim Lacey verified the initial measurements taken of the pathway approaches in the free-spaces that require annual application of wood chips and mulch. These cubic yard calculations were used for a final comparison of contract proposals from Goerl Landscaping and Treesdale Landscaping. Goerl is the incumbent contractor and the thee-year proposal was slightly lower than Treesdale. Pat Francis made a motion to award the contract to Goerl. I seconded this motion, and the Board voted unanimously to approve. Ray will contact Goerl to confirm.

A new high-pressure sodium bulb was purchased and installed in the fixture at the Hunting Ridge entrance to the plan.

Ray Speicher and Jack Curran met with excavation contractor Dave Kasperowicz to inspect the second retention pond in order to develop a proposed cost for restoration. One of the factors that will significantly impact the cost is the disposition of silt removed. It is expected that at least 18” must be removed to restore the pond’s capacity to manage the flow of runoff water from Phase II and Phase III. Possible options include using this material to cover the concrete pad in the Phase II playground area that will be abandoned; identifying other low spots in free spaces throughout the plan that are in need of fill; or making pile that, when dried out, can be used as topsoil by homeowners in the plan. Mr. Kasperowicz will be advised that the dredged silt will not require disposal outside of The Crossings, in order that he can develop an estimated cost of this project. This will likely be a 2013 or 2014 project and the Board will need time to decide how funding will be provided

Jim Lacey presented a draft of the Election Letter; nomination form; and request for homeowner e-mail addresses that will be sent to each homeowner next week. Nominations for the 3 expiring, one-year Board positions are to be submitted to the Board by April 2 and the ballot will be completed by April 7th. Jim Lacey and Pat Francis will serve as the Election Committee to ensure that these dates are met.

The Annual Meeting will be held on April 30 with location to be determined.

The Board discussed the need for Spring Cleanup day during which trash and debris will be collected for disposal. We agreed on a tentative date for this on May 5th. Requests for volunteers will be on the agenda at the Annual Meeting and will be followed up with an e-mail request to each homeowner. I will check with Kate DeFazio regarding the scheduled date of the Spring Crossings Garage Sale to avoid both events occurring on the same day.

The next Board meeting will be held on Tuesday, March 27th at 7:00pm at the Curran residence.
