HOA board Meeting – July 25, 2012

Board Meeting

Date: July 25, 2012 at 7:00pm

Location: Sullivan Residence

In Attendance:

John Curran, Brian Kile, Chuck Kraynik, James Lacey, and Kevin Sullivan. Unable to attend because of work commitments were Chris Bogdon and Ray Speicher.

Financial Report:    

Jim Lacey reported that the checking account balance is $13,396.93 and the savings account balance is $5718.17.

The invoice from Gasparovich Excavating for the Phase 3 retention pond project has been paid.

127 payment checks for the $75.00 special assessment have been received. 23 reminder notices were sent resulting in receipt of 6 more payments as of today.

New Business:       

A homeowner asked for Board Approval for plans to install an in-ground pool and privacy fence. I will provide this confirmation to the homeowner for submittal to Cranberry Township.

Another homeowner asked about efforts to get connecting sidewalks installed between The Crossings and Park Place. Brian Kile has been discussing this with the Township and with the Park Place Developer. When the Phase 2 portion of the Park Place development is completed, there will be a sidewalk installed on the Rochester Road portion of the Park Place property. Rochester Road is a State road and permission would be needed to extend them.

Also, between the ends of the Park Place property along Rochester Road and the Crossings are several private residences that would have to agree to fund and install sidewalks. We learned that the expense for sidewalk connections would be the responsibility of the Crossings Homeowners Association.

To connect Park Place to The Crossings from Stonehenge along Powell Road, which is controlled by Cranberry Township, is less complicated. But this would also be The Crossings HOA responsible for payment and then maintenance.

The Park Place Developer has agreed to review the plan for the walking trail connector and will hopefully relocate the trail in Park Place to meet the existing trailhead on Crossing Ridge Trail.

The same homeowner also requested that the walking paths, which are mulched at the pathway entrances, be mulched along their entire length. This would eliminate muddy sections. This item was not included in the 2012 budget and is currently unfunded.

With regard to the delinquent dues and assessment accounts of two homeowners in The Crossings, Brian Kile advised that by law, if the properties end up in a foreclosure and Sherriff’s sale, the HOA will only receive six-months of dues from the funds distribution. Kevin Sullivan asked if this is also the case when a lien has been placed on the property, or if there is some other way to protect the HOA’s exposure from delinquent dues. Brian said that he would investigate and advise.

Brian also reported that he is comparing The Crossings Covenants with those of other plans in Cranberry, and with PUD regulations. This is in the ongoing effort to prepare amendments of some of the vague or out-dated restrictions in our Covenants. More information on this topic will be available in future meeting notes.

In response to multiple notifications regarding trees that need to be removed, several members of the Board surveyed The Crossings on June 20th and identified approximately 20 trees. These will be prioritized at our next meeting and the budget will be reviewed to determine how many could be removed this year.

Chris Bogdon has prepared a flyer for distribution to all Crossings homes that introduces the new web-site with instructions on accessing it and setting up individual passwords. Chris has done some great work on this project and we are all eager to begin using it soon for quick and easy communication.

Jack Curran commented that some debris from the Phase 3 pond restoration project has migrated to the spillway and he has volunteered to remove it.

Preservative was applied to the guard rail near the trailhead on Crossing Ridge and on several of the split-rail corner fences of the walkway entrances. The remainder these will be done during this summer.

The next HOA Board meeting is scheduled for Wednesday, August 22nd at 7:00pm at the Curran residence at 501 Sheffield Court.
