Board Meeting

In Attendance:

John Curran, James Lacey, Ray Speicher, Chuck Kraynik. Unable to attend due to work/travel schedules were: Dr. R.P. Francis; Nancy Mantz; and Keith Baker

Financial Report:    

Jim Lacey reported that the checking account balance is $18,689.76 and the savings account balance is $5716.74.

HOA dues collection for 2012 has eight homeowners who have not yet paid for 1Q 2012.

One of these is past due for the past several years. The Board sought the assistance of the Magistrate’s office for collection and Judge David Kovach summoned this individual and read the itemized list of unpaid dues, penalties, and interest charges. The Board received advice from counsel to wait until 4/6/12, when this individual’s right to appeal the Magistrate’s decision elapses. Further advice from counsel was to allow 30 days for payment. If payment is not received prior to May 6, the Board will proceed with the process to file a lien on the property.

Grounds:                  

Ray Speicher reported that the 3-year contract with Goerl Landscaping is signed and the first application of wood chips and mulch at the entrance to the commons areas pathways has been done. As a result of the measurements and calculations done by the Grounds Committee, a savings of approximately $900 was achieved by reducing 14 yards of wood chips and 3 yards of mulch, compared to the specified quantities in the original proposal.

Dave Kasperowicz, the contractor that completed renovation of the Phase 1 storm water collection pond last year, will be contacted by Jack Curran and Ray Speicher to prepare an estimated cost for renovation of the second pond in Phase 2. This could be a 2013 or 2014 project. Hopefully, we will have this estimated cost in time for discussion at the upcoming annual meeting. (more on this below).

A Spring Clean-Up is planned for Saturday May 5th. I confirmed that the Spring Garage Sale is planned for Mothers’ Day week-end so these 2 events will not conflict.

Chuck will do a trial treatment of an oil-based preservative on the split-rail fencing at the entrance to the free-space pathway in Phase 2, for evaluation by the Grounds Committee.

   Board Election:     

Response to the nomination letter mailed last month resulted in the nomination of three individuals to fill the three, one-year positions that will be vacated. If no additional nominations are received prior to 4/2/12, then there will be no need for another mailing of election ballots.

Annual Meeting:

The Annual Meeting is scheduled for Monday, April 30th at the Phase 1 Park Pavilion at 7:00pm. The annual letter will be drafted this week by Jim Lacey and Jack Curran for review by the Board prior to distribution.

New Business:       

Ray Speicher spoke with the law offices of Gilliland Vanasdale Eberly regarding the potential use of this firm by the HOA Board for legal services and for possibly revising and updating of the HOA Covenants and By-Laws.

 I reported that approximately 45 homeowners responded to the enclosure in the nomination letter that requested e-mail addresses for the purpose of more frequent communication and for minimizing postage expense when possible. I will be sending our meeting minutes via e-mail to those who have provided their information.

 Since the Annual Meeting is scheduled for April 30th, at this time the date of the next scheduled Board meeting is not yet determined.

 Jack Curran received an e-mail from a Crossings homeowner asking if construction of a storage shed in the back yard complies with the Covenants. She was advised that sheds are permitted but that she should review the Covenants to determine the location and set-back requirements.

It was noted that good progress has been made on the 2012 update for The Crossings Directory. Nancy Mantz and Denise Slusser need to identify homeowners new to The Crossings since 2008, to get their information for the Directory.
