Crossings HOA Meeting Minutes – Nov 2, 2003

MINUTES OF THE CROSSINGS’ BOARD MEETING
November 2, 2003

The meeting was held at the home of Rick Mason, 169 Crossing Ridge Trail.  Board members present were Jack Curran, Ray Speicher, Pat Mullen, Pat Francis, Rick Mason, Dan O’Connor and Sue Fey.

Follow-up from 9/9 meeting:

Clean-up day postponed until spring.   Dan to get quotes for chipper/shredder.

Regarding the paths in the plan, Jack estimates approximately $16.50 per lineal foot to gravel instead of mulch. Discussion tabled until next meeting.

Regarding “No Dumping” signs located in plan that have been removed/destroyed, Ray will check the property line behind the homes near/on Bristol Court to determine if it is our responsibility to post signage. Pat to look into cost of permanent metal signage at Crossing Ridge “No Dumping” location.

Finance Update:

Three homeowners have not paid their dues for 2003.

Pat M. to continue with collection procedures outlined in recent mailing to all homeowners.  Pat M. suggested change to covenants for simplification of dues collection process.

Pat M. to explore CD account options to cover the cost of year-end expenses of attorney fees, entrance stones.

Shed Issue:

Jack, Ray, Pat M., Pat F., Dan and Rick attended the Zoning Hearing Board meeting on Monday, October 13, 2003, which concerned a re-consideration of the variance request made by the Hinermans (151 Crossing Ridge Trail).

The Crossings’ Board will wait for the Zoning Hearing Board to render their decision to grant or deny the variance, to be made within 45 days from the date of the hearing on the 13th.

Grounds Update:

Pat F. and Ray prepared the Crossings’ entrances for the signage/stones. Homeowner Jim Lacey (100 Crossing Ridge Trail) received burning permit to burn brush removed from entrances.

Fence near entranceway to Phase I park broken; needs to be replaced/repaired at minimum cost.Pat F. received bids for a four-year contract for summer grass cutting and spring and fall common ground maintenance, as well as supplemental bids for the cutting and removal of overgrowth and fallen trees in the Phase 3 common area and removal and replacement of the dead tree behind the backstop, planting, edging and mulching of this landscape bed, and removal and replacement of a dead pine in the Phase 2 common area. 

Pat F. requested another board member to accompany the final two low bidders, Gorel Landscape Maintenance Company and J. Shaffer Landscaping, on a second walk-through in plan.

Ray suggested clause in the contract to cover potential nonperformance by landscapers.

Board tabled final decision on landscape contract until January.

Miscellaneous:

Board to reimburse homeowner Tony Scacchitti, 214 Hunting Ridge Trail, $96.29 for removal and replacement of dead tree on Crossings’ Association property adjacent to this homeowner’s property.

The Crossings’ entrance signs/stones are to be installed on November 16, 2003.   Suggestion made to place the old wooden Crossings’ sign at the Phase 1 pavilion.

Dan presented a prototype of the Crossings’ welcome packet.  Pat M. will notify Dan of new residents.

Ray read letter from Denise Slusser to update Crossings’ Board on Social Committee issues.

Ray motioned to appoint Rick Mason as Social Committee Chairman, according to Covenants, for the voluntary social committee; Dan seconded; motion approved.

Dan offered to be responsible for reviewing all postings before they go on the neighborhood website.

Ray read letter from Karen Albert requesting funding for the social committee. Board determined all funding requests for the Social Committee must go through Rick Mason. 

All funding requests will be reviewed and decisions will be made based on each event.

Ray noted with appreciation that the most recent issue of the Cranberry Magazine “Kids in Cranberry” contained an article by homeowner Robyn Vichich, 122 Crossing Ridge Trail, highlighting our Crossings’ neighborhood.

The meeting was adjourned at 9:40 p.m.

The next meeting will be held on Sunday, January 4, 2004, at the home of Pat Francis, 116 Crossing Ridge Trail, at 7:00 p.m.
