Crossings HOA Meeting Minutes – Jul 13, 2003

MINUTES OF THE CROSSINGS’ BOARD MEETING
July 13, 2003

The meeting was held at the Phase I Pavilion and began at 7:05 p.m. Board members present were Jack Curran, Ray Speicher, Pat Francis, Pat Mullen, Rick Mason and Sue Fey. Dan O’Connor was absent.

Follow-up from the May 4, 2003, meeting: Regarding dues collection, the procedure that Pat M. as Treasurer will utilize regarding homeowners with past due membership fees will be to notify them with a written assessment notice that they are in default, sent via postal service. Along with the survey results mailing in the next few weeks by Sue, Pat M. will also send a notice explaining this late dues procedure. Jack made motion to purchase one or two reams of “Crossings” stationery to be utilized for this and other Crossings board business; Pat F. seconded, motion approved by all.

Finance update: Board Treasurer Pat M. reported 85% of total dues have been collected. Pat M. reported third quarter notices will be sent out this week to those homeowners paying dues quarterly.

McGinnis letter of complaint: It was noted that at approximately 7:20 p.m., Dennis and Susan Hinerman joined the meeting. Board President Jack Curran reported he received a letter of complaint from Keith and Maureen McGinnis, 149 Crossing Ridge Trail, concerning the placement of an “outbuilding” less than 10 feet from the side lot line at 151 Crossing Ridge Trail, owned by the Hinermans. The McGinnises feel the placement of this shed is in violation of Cranberry Township’s ordinances and the Cranberry Crossings Associations’ Covenants; specifically, Article 6, Sections 6.1 and 6.2. Jack spoke with Tom Knight, Cranberry Township Planning Director, regarding the complaint. The Hinermans are requesting a variance to the Township’s ordinances at a meeting of the Cranberry Zoning Hearing Board scheduled for Monday, July 14, 2003, at 7:30 p.m. at the Cranberry Municipal Building. The Hinermans feel it would be a hardship to move the shed, and referred to the last statement of Article 6, Section 6.2. Jack suggested there is a potential need for legal clarification of ambiguous terminology within the Covenants. Further discussion tabled until sometime after Zoning Hearing Board decision.

Grounds update: Pat F. will get bids in August for lawn care, replacement of dead trees behind backstop and Mohr residence. Ray received a proposal from J. Balph Construction for brush removal from detention pond. Proposal approved by Board. In response to concerns put forth in a letter from Homeowner Shirley Arnold, Ray will ask J. Balph Construction for proposal to include clearing paths at Phase III Park. Additionally, Pat F. will make sure clean-up process at Phase III Park is incorporated into the next three/four years’ bidding of lawn care contract. Pat F. notes grass is now being mowed on common ground behind Mohr property, an additional $30 to the mowing bill. Regarding Homeowner Keith Baker’s request for topsoil to fill a deepening indentation on common grounds behind his home, Pat F. and Ray investigated; Ray made motion to get 1-2 tons of topsoil. Board agrees there is a benefit to the community to fill this in; motion approved. Keith Baker has offered to spread soil and plant grass. Regarding “No Dumping” signs located throughout the common grounds, signs already posted will stay in place as is. If there are other complaints regarding dumping, Pat F., ground maintenance, will put up a sign.

Entrance sign update: Ray received estimate from C.K.Steckman for purchase and installation of entrance signage at all three entrances to the Crossings, approximately $6,000.

Logo and logo colors to be approved by Board. Ray to get easement agreements signed by homeowners on entrance lots where Crossings’ signage to be located. Ray to draft letter to notify residents of Crossings’ signage expenditure.

Survey results mailing: Sue to mail within the next few weeks a summary of last year’s survey, also Social Committee survey results provided by Denise Slusser, updated Crossings’ directories, Ray’s notice to homeowners of Crossings’ signage plans, Pat M.’s late dues procedures notice, as mentioned above.

Misc: Pat M. noted immediate attention necessary for two trees behind Homeowners Tony & Debbie Chwatek’s home. Pat to investigate and contact landscaping company.

Ray mentioned learning of meetings held at Cranberry Township’s Municipal Building every other month, along with 26 other developments, the purpose of the meeting to discuss covenants/by-law issues. Attorneys and zoning officers are present. The Board will consider our member(s) attending.

The meeting was adjourned at 8:50 p.m. The next meeting will be held at Pat Mullen’s home on Tuesday, September 9, 2003, at 7:00 p.m.

The meeting in November will take place on Sunday, November 2, 2003, at 7:00 p.m. at Rick Mason’s home.
